These two agents held highly valuable information to the Third Echelon yet there is uncertainty about what to do. Send another lone Splinter Cell to possibly become captured? Someone got the brainy idea to team up the Splinter Cells so that they could watch each others backs, but of course this was disowned by the Third Echelon who was set on solo missions. When that happened several got together to create their own secret organization based upon the Third Echelon, only with their idea of Splinter Cell teams as the focal point; the Fourth Echelon.
